The minimum charges would be €2.50 depending on where the ATM is located.  

You can use the Mastercard anywhere you would use a credit card, as it works like a debit card. This is provided that you have a balance. Online transactions are helpful as the foreign exchange rates are reasonable & there are no transaction fees.

Not too long, it should take up to 3 weeks for your MasterCard to reach your residence after the application has been approved.  

The location does not matter, you can withdraw money from any ATM. However, the minimum charge would be € 2.50 depending on where the ATM is located.
